       Hired by Astrata as CTO/CIO to reorganize its Engineering R&D operation in Capetown, South Africa. Developed a transition plan to relocate core technical assets and personnel resources to Singapore and design the next generation LBS telematics device and scalable Enterprise Back Office for Homeland Security and LBS telematics supporting Application Service Providers (ASPs) for vehicle fleet management and logistics applications as well as personnel tracking. Successfully transitioned key personnel to Singapore and selectively hired a new development team and implemented in house training in Windows Communication Foundation (WCF) to rapidly develop a scalable architecture based on Microsoft Visual Studios technologies. Wrote the winning proposal for sole source award and delivered a USD $90M scalable, available, secure and reliable system for a Homeland Security application monitoring and controlling 1 million assets using GSM wireless. Developed an enhanced HazMat vehicle tracking and control system for the Singapore Civil Defense Force to monitor and control the routes traveled by vehicles transporting hazardous materials.        Chief engineer and inventor of a body-worn location-recording device and data warehousing system using the Internet and cellular-based criminal tracking program at General Dynamics correlating offender movement history with crime incident reports to identify suspects based on licensing one of my Patents. Designed Web based IT architecture for processing 1M+ GPS transactions per hour and implemented this system across the United States.

       Solely invented the SMART© system which was the first system using GPS, GIS, Internet, and cellular wireless technologies enabling the active real-time tracking of the movements of released criminal offenders.  Developed prospectus resulting in a majority equity position that placed Pro Tech market valuation at $20M and enabled the profitable sale of the firm.

       Developed a universal specification by which all healthcare claims, medical and dental, could be filed electronically. Designed and built one of the nations’ first electronic health care claims clearinghouses which was later sold to First Data Corporation.

       Designed the communications network and the automated control system for the air revitalization equipment for the Space Station as a Senior Staff Engineer at Honeywell. Served as the Liaison for other prime contractors McDonnell Douglas, Boeing, Lockheed Martin, General Dynamics, Northrop Grumman as well as the NASA project office for Space Station and Space Shuttle.
